  Membership Duties  
 

Powers and Duties of SILC Officers

CHAIRPERSON:
  • Preside over SILC and Executive Committee meetings;
  • Appoint chairpersons of all committees and shall serve as an ex-officio member of all committees;
  • Appoint delegates/representatives to other organizations deemed appropriate, necessary, and consistent with the purpose of this organization;
  • Serve on the State Rehabilitation Council (SRC) or designate among the officers, a representative to serve on the SRC;
  • Forward nominations for the SILC membership to the Governor;
  • Represent the SILC or assign a council member to represent the SILC;
  • Prepare reports or other documents, as necessary, for SILC meetings;
  • Have the authority to establish an ad-hoc committee for the purpose of conducting business before the SILC;
  • Act as a non-voting member of the full Council, except to break a tie vote.

    FIRST VICE CHAIR:
      The primary responsibility for the First Vice Chair is to become familiar with the SILC, SRC, ILC’s, government agencies, and personnel involved with the IL process. The First Vice Chair shall:

  • Preside over SILC and Executive Committee meetings in the absence of the Chairperson;
  • Prepare for the position of Chairperson;
  • Attend meetings with or in place of the Chairperson to become familiar with the SILC process;
  • Have such powers and perform such duties as may be assigned to him/her by the Chairperson.


SECOND VICE CHAIR:
    The Second Vice Chair shall have such powers and perform such duties as may be delegated to him/her by the Chairperson.

    SECRETARY:
      The Secretary shall review, edit and approve minutes of Council meetings prior to distribution to the full membership for final approval. He or she shall perform such other duties and have such other powers as the Chairperson may from time to time designate.

      Immediate Past Chairperson
        The Immediate Past Chairperson shall assist in the transition of the new Chairperson. He/she will serve on the Executive Committee in a non-voting capacity, but will retain voting rights as a Council member.

Role of SILC Members

SILC Members are expected to be advocates for people with disabilities and the issues they face. As members of SILC, this advocacy should foster the Independent Living philosophy and be cross disability. SILC members may be called upon to represent the SILC’s position on issues to policy makers, key officials and the community at large.

Responsibilities of SILC Members

SILC Members are expected to:
  • Be active participants in the work of the Council.
  • Attend all meetings. If you are unable to attend, inform SILC staff in a timely manner.
  • Be on time and ready to get to business. Socialization is encouraged before and after the meetings.
  • Be prepared for the meetings by reading materials and minutes from previous meetings and gather and present information or research if requested to do so.
  • Be a member of at least one committee.
  • Focus on broad issues and avoid personal agendas.
  • Declare any conflicts of interest.
  • Request specific accommodations (transportation, CART, interpreters, large print, Braille, recorded materials, etc.). Each member is responsible to check with SILC staff to find out the required lead-time for arranging the accommodation.
